The building used to be a place for the students of the Imperial Naval Academy to spend a relaxing time around 1888, and still today retains the atmosphere of those days.
Today it provides useful information to tourists and cyclists and aims to spread information on the area as a sightseeing information center.
Visitors also have an opportunity to meet local people and enjoy interaction, as there is a free space to take a rest, a cycling station and a shop to sell souvenirs and food products made from locally grown ingredients.
